Bill being processed even if not premium

So I tried to get the student premium deal, entered my information, I got notified that the bill or transaction is being processed, then found out I needed SheerID verification (my school Las Piñas City National Science High School doesn't support it) , I thought it was merely sending requirements and waiting, but it wasn't so I decided not to continue (but I did this process twice to confirm, so I was "temporarily" billed $4.99 twice), it's still being "processed" after 12 hours, I haven't gotten my money because it's reserved for payment to the merchant. Oh, can I still get student verification? I'm willing to send validation (Philippines).

I have been refunded, but can I still get validated? 129 Php is a lot for a student compared to 65 Php
