Can I use spotify premium in unavailable countries?

I want to pay (US credit card) for a subscription to premium as a gift to someone living in a country where the free is not available (Lebanon). Spotify says if you travel to another country that does not have spotify avaiable you can still use your premium account. Does it also work if you live in that country, and if not how is it different traveling vs living there?

Would they be able to download songs and use the app otherwise if the payment is with a US card and address?
