Going in circles: can't update country without updating payment

I'm trying to update my payment method by switching to my English credit card, but in order to do so, I need to update my country. To update my country, I need to update my payment method...see where this is going? There's no option for me to update either section without the other.

You should be able to change your country as long as the IP address you are changing it from geo-locates to the correct country.

Does http://whatismyipaddress.com/report your IP address is in the country that you want to change to?
