Unable to switch accounts, Premium individual to Premium student

Tried to switch accounts from Premium individual to Premium student, but the app doesn't allow me. It just gets stuck on change plans option, then I tried to do it on my laptop and it's telling me to do it on my phone. I can't even cancel my subscription in any way. followed the FAQs and what the website is telling me to do but there is no option to cancel, just changing.

so both services aren't working.
