Why won't my local files songs save?

I can't seem to get songs from my local files on iTunes into my saved Spotify songs. I've done the steps Spotify takes me through where I first save the local file to a playlist and then mark that playlist as downloaded offline, and everything is still on the same wifi, etc. etc., but it just doesn't work no matter what I try. Help!!
