Chaging twice when creating an account

I was just trying to create an account and put in my card info and it would go to the next step and not allow me to put in any of my school info or name so i hit refreash and it went back to my card info. i repeated this process to see if it would work this time and it did the same thing. So i went and checked my bank account and it had taken out the amount each time i had hit continue. Is there a number i can call to get ahold of someone that knows how to handle this rather then a darn animated email response? Id like to get a refund of the payments they have taken out.
