Duo plan unable to add someone

I have joined the Duo plan but unable to add my partner. I originally joined Spotify in Ireland which is my billing address. I have now moved to Belgium living with my boyfriend. I have tried to add him but when I verify the address and invite him , he gets an error message to say we need to be at the same address. We then updated the billing address to our current address and refreshed & sent invite again but it still is not working. We then tried to change the country in my profile to Belgium but we are unable to do this, we cannot select anything. Can you advise do we have to wait until the next payment is made from the new billing address to allow us to update the country and activate the Duo plan?
