Hi, I recently paid for premium not receiving the service

I have a receipt and had found a forum topic and followed the advice given. I signed out and in. I turned my device off and on. Finally I deleted my app and attempted to reinstall through the App Store. 

When I try to reinstall through the App Store it refuses to let me reinstall as it tries to take a payment from my card! Now I have no app,no music and have paid for a service that seems impossible for me to use. 

Some help please, this is driving me bananas!
