It's best to check this support article for help with failed payments. It's a good idea to try subscribing from an incognito browser window, to avoid issues that could be caused by corrupted cache and cookies on your browser. 

 

If that doesn't work, you can contact your bank to check if everything is OK with your card and it's enabled for recurring foreign online transactions. Some cards are not enabled by default and this will prevent you from subscribing to Spotify.
