I can't set up the premium account.

I can't set up the premium account.

I want to upgrade to premium. Every time I am typing in my credit card. After that I submit it and then it says Payment failed. I don't know why it is not working?! My credit card is working(I just purchased something on the Internet with it). Please! Help me.
