Where and what to ask for aka help

Hello, I need help to figure out how to get real help..😵

Problem:

Premium user visits regular user. Premium wants to play some music, does he have to login on regular user's pc in order to do that or can he use his phone where he already is logged in?

We are on the same WiFi, just can't select his pc in devices..

Now the problem of asking for help:

Is this an account, Windows or android problem?
