Android phone connectivity in support of syncing music for offline play

Hello.. . I'm running the latest Premium Spotify on my Windows 7 PC (1.0.9.133.gcedaee38) and on my Android phone (3.2.0.1197). I used to be able to USB-cable-connect the phone to the laptop and see my phone in the "devices" area of the desktop Spotify UI. No longer. How does one now specify what songs should be sync'd to the phone for offline play?  I have tried reinstalling both apps (on 7/16/15), ensuring 3GB free space on the phone, etc. to no avail. Where did this feature go? How can I specify and sync music now for offline play?
