Can only download one song at a time

I'm getting some strange behavior where unless I reset my Wi-Fi, offline mode, or the app itself, no songs will download. The strange part is that it will only download one song before I have to reset it. The following does not change this behavior:

• Set playlist to offline, then set it back to online
• Remove all offline devices from the website and log back in to the app
• Reboot the device
• Reinstall the app
• Clear Spotify's cache and saved data

I have the latest version of Android installed (8.1.0) and over 30 GB of free space. Why is it doing this?

It looks like it is fixed now. It must have had something to do with Google Connectivity Services which was just updated.

It's broken again. I don't know what changed.
