Devices not visible from Android

The Android phone is visible as a device from my desktop clients but the desktop clients are not visible on the phone unless I start listening to music on one of them. Then I can see the client and control it from the phone. But I can't initiate playback on a desktop client from the phone because I can't see the clients. I noticed this problem for the first time a couple of days ago. Anyone else noticed it. I see it on two differnet networks. I've stopping and restarting the clients. 

I'm on v8.4.36.321armV7 and have updated to the latest versions on my desktop clients.
