I'm confused about the 'Downloaded' toggle name.... I assume you are in 'Your Library -> Songs' screen, Correct?
Have you tried toggling the 'Download' switch off then back on again?
Is your age showing here as over 18?

There's a limit of 3,333 songs per device and 9,999 across all devices on an account. Is it possible you have reached this limit? What happens if you create a playlist, add some of the songs which haven't downloaded to it then download it?
