Downloading isn't working

For some reason I can no longer download to listen offline. My bf can so I know it's not our Internet or account. I don't think I've exceeded the number of songs I'm allowed. I'd like to know how I can check this. I've tried deleting songs and still they won't download. When I press download it says its down loading but there's no progress bar and nothing happens. It comes up saying change to cellular which I've tried and still it doesn't work. Really need help. Also is there an email or phone number so I can actually speak to someone at Spotify for help?
