Is it normal for not all liked songs to shuffle?

My Question or Issue

I am currently on a free plan, evaluating Spotify.

I am finding that as I build a list of liked songs that when I play liked songs, it will randomly play more recently liked songs, and not play songs added earlier. Clicking on Shuffle does nothing.

Leaves me pretty underwhelmed. Is this normal operation

Yes it is...... keep listening those songs will come out.....

Problem is, I may not listen that long, and it will start all over again.

Sometimes it plays the same newer liked songs multiple times in one 3 hour
session and never hear others.
