Local files won't sync

My Question or Issue

 I'd like to sync my local files to my phone. Created a playlist on the laptop with only the local files, even went as far as disabling firewall. Open the app on my phone, it starts downloading the songs but there is no progress, it stays at 0% the entire time and I even re-installed the app. What could it be?

Is your computer connected to WiFi and is the Spotify app open? If so and it still doesn't work then do a hotspot connection with your phone and connect your computer to it and try to sync then.
