Premium problem on spotify app ?

Hi guys, i am facing some problems when i am using the Spotify app recently. My songs are downloading at a super slow speed even though i have high speed internet connection. I tried deleting the app and reinstaling, log out and log in & clearing files and caches but still the same. I am under Premium Family, but i cant choose to go offline nor the quality of music during downloads and streaming. Please help, the app is not working the way it was. Thanks guys.
