Running out of skips

Brief description of the issue: spotify will not let me skip more than 6 songs. I know that these skips used to refresh hourly, but now they do not refresh at all
Steps to reproduce the issue: skip 6 songs and wait. The skip button remains greyed out and unusable.
What steps you’ve tried already:Logging out and logging in does not fix the issue, but uninstalling and reinstalling the app does give 6 more skips
Your device and operating system: Samsung Galaxy S5 Android 6.0.1
Type of Spotify account you have (Free/ Premium): free account
The app version of Spotify you’re using: 8.4.3.479
