Songs I Haven't Downloaded Are Playing While I'm in OFFLINE Mode

When I go to my "songs" and just do shuffle play while I'm in offline mode, I would expect only songs that I have downloaded to play.  That isn't the case, and then sometimes when I notice that I have a song that has been downloaded, I don't see an option to "undownload" the song.  Why does it not say "make available offline" anymore?  That was so easy to toggle.

Why do I no longer have an option to download individual songs?  Seems I have to do an entire playlist, entire album or all songs by an artist now.
