Spotify needs the internet to play local songs??

I tried to play a playlist on my Samsung Galaxy s10 running Android Pie today while my internet was down.  Spotify would not play the local downloaded songs and complained that the internet was down.  Why does Spotify need the internet to play a local song?

The attributes on the playlist say "DOWNLOADED"

I have a Premium account.  I live in the USA.
