When I go from offline to online all my downloads become undownloaded

I download all my songs because i travel and do not want to roam but twice not I have been roaming at the lake and went from offline to online to download a song but when I did all my songs became online only, basicly rendering the app usless. did i do something or is that how Spotify works.

Same keeps happening to me. I live in a remote First Nation with spotty internet so before I came up here I downloaded my favourite albums to ensure I have access to them.
They frequently become online only. He. Sometimes I'll open Spotify and it will say "downloading 2000 songs," and basically is automatically redownloading all of them...takes days and sometimes doesn't work for me.
So basically am wondering if I should just give up and cancel my premium subscription because it's so inconvenient
