please try to open Settings of your device → Apps/Application Manager → Spotify → Clear cache
If this does not work, go to the same page and tap on "Delete user data".

this is a known issue. Please make sure, that your firewall does not block Spotify and Proxy settings are correct or Proxy is turned of in both Windows Settings and Spotify Settings anyway. Otherwise I suggest you to uninstall and reinstall it.
Sorry I should have mentioned that this was on the Android version, I am on the Essential with Android 7.1.1
