Why if I've downloaded songs already, why should I be charged data again to redownload

Why if I've downloaded songs already, why should I be charged data again to redownload

I'm on premium account, when using new device, why am I charged to redownload all offline saved songs or music??

Unfortunately this has to do with the way Spotify recognizes new devices and ties the cache to that device, meaning it has to recreate that cache whenever you set up a new device to work offline with Spotify. I assume the charges you're referring to are from your data plan or ISP? Spotify can't control that, but you might check out this idea suggesting a way to transfer offline data from an old device to a new one.
