Can't change audio streaming quality over cellular, says data saving in Android is on while it's clearly not. However I can change video quality which I don't even care about, restarted the app multiple times, even by force stopping the app. Feels like incompetence or deliberate to lower traffic, because the setting often resets after updates without notifying me, which makes it feel very on purpose

Can you also make sure that Data Saver is not on in Spotify's settings? You should be able to find it in Data-saving and offline. Are you connected to an external Bluetooth device when you're trying to adjust these settings? If so, try disconnecting from it temporarily to see if that makes a difference. Can you also check your phone's battery settings and make sure that Spotify is set as an exception there in case you're using any battery optimization options?
We'd also recommend performing a clean reinstall of the app to make sure any damaged cache will be removed, since it's possible that it might be causing the issue. Try logging out and back in a couple of times in a row afterwards to get everything synced as well. Another thing that's worth the shot is logging in your account on a friend or relative's phone to check if the options are greyed out there as well. This will help us figure out if it's device-related.

Same issue here,
I think this must be a bug because when I'm on wireless I can change this setting (for cellular which is silly because it clearly makes no difference) but when I switch to forced cellular or I'm not on wireless it gets greyed out again. I think there must be something in Android that Spotify in the latest few versions aren't "reading" correctly or maybe it is limited to just Pixel (plain Google Android).
I'm being asked to uninstall and reinstall the app but I believe it's nothing to do with the app "status" or "cache" at all.

Welcome to the thread!
Aside from the data saver settings of the app as well as the device which @Dessi has mentioned above, I'd take a look if Spotify's mobile data use isn't restricted by any additional Pixel settings your device may have.
As for the cached data and the recommended clean reinstall - we'd still recommend going over these steps in order to ensure no corrupted app data is responsible for this behaviour. This way it'll be easier for us to pinpoint where the issue stems from.

Thanks for getting back to us.
We understand this can be frustrating, and we’re committed to finding what might be causing this. That being said, we suggest that you head to your phone's Settings > Apps > Spotify > Mobile data usage and make sure "Background data" and "Unrestricted mobile data usage" are ON.
Also in your phone's settings we suggest turning "Adaptive Connectivity" OFF (you can find it under "Network & internet"). Then restart the app and test again to see if it works.
If none of the above does the trick, sending us the exact make/model, operating system and Spotify version of your phone would come in handy. Also, make sure to send us the screen recording you mentioned so we can take a closer look. You can attach it to your next response by using the Insert Video option in the post editor. You can also upload it to Google Drive and share the link with us (make sure the video has the permissions for anyone to see it).
