I downloaded 2 albums into my old mobile phone, now I have a new mobile phone and the albums have not been transferred to new phone. Shall I just download again or does it mean I will pay twice?

Your Spotify subscription will only be billed once per month, per account. So as long as you sign in using the same account as your old phone (the one which you paid with), you won't need to pay again 🙂
I'd recommend downloading over WiFi too, to ensure you don't use all you 3/4G 😛

You can have unlimited playlists, each with unlimited songs*.
All whilst you pay a fixed rate, pretty sweet huh?
