downloading songs in bulk

i know there are other threads on this topic, but I have a ? that probably has not been answered before.  or maybe so....

I have a samsung phone.  there are 2 questions here:

1) how do I download tunes and put them on a local playlist on this phone? and

2) if I get #1 accomplished, do I still need to be connected to the internet or mobile data in order to play them?

it would make sense that the answer to #2 would be YES, otherwise how would spotify prevent me from playing the songs without paying for the service?  true you guys?
