how connect android with usb to my pc? not works

Some time I have my phone on Devices, other times it doesn't work.

It's my problem ? Let me know how i can download music already downloaded offline and pass it on my phone, without  downloading it one more time with my phone connection.

Hey! Welcome to the community 🙂 

Unfortunately, what you are asking to do is not possible. 

Due to the way the Spotify system works, tracks downloaded for offline usage need to be downloaded uniquely on each device, meaning you will need to download it using your phone if you want offline playlists (unless you are syncing local files). 

The easiest way to sync your device is to follow the instructions here.
