Does Spotify API allow developers to manipulate tracks? For example, maybe you want to EQ, pitch shift, adjust track speed, apply reverb, etc.?

No, in fact applications that do stuff like that are explicitly prohibited in the Spotify Developer Policy

Do not permit any device or system to segue, mix, re-mix, or overlap any Spotify Content with any other audio content (including other Spotify Content).
