Spotify functions as the receiving end of content, meaning that any content removed from the app was a decision made by the artist or the stakeholders.
Just to make sure it is indeed unavailable in your country, please have a friend using Spotify in the same country to check for the same album on their account.
If it isn't, make sure reading all about missing content here.
Furthermore, you can always read about the "Local Files" feature and upload your legal content to the app.
