The awesome thing about Spotify is that they've already given users access to everything they can.  If a song or album isn't on Spotify, it means that the artist or record label hasn't given Spotify permission to publish the music.  Because of this, the best thing to do if you want a song added to the Spotify collection is to contact the artist or label directly and ask them about why the music isn't available.  You can also fill out this form to express your interest in that song to Spotify and help them guage interest, but that doesn't necessarily guarantee the song will be added.
