How artist adding other random popular artist to their songs for promotion?

My Question or Issue:

As you can see in the screenshot, the artist added several random artists to promote his track.
Obviously, these artists are not related to the track.
This is not the first time I have noticed such strategy.

First question:
Any artist can add anyone? Do artists need some kind of agreement from both sides?

Second question:
How does Spotify view such strategies? I assume that some kind of sanctions may follow? Otherwise, many more people would do this.
