How to create playlist from my mp3 collection?

I have my mp3 collection on my desktop neatly categorized into folders with their names eg. dance, reggae, rock e.t.c. I would like to add each folder of music as a playlist.

Searching the net I have found this thread:

but those intructions below I am having problem with:

1. Open Spotify

2. click on Spotify in your computer's menu bar

3. choose Preferences

4. Click "Add source" under "Local files"

5. Select the map you have your songs stored in

Your songs should now be under "Local Files" in the sidebar.

I am in my Spotify Premium account and I am not understanding this:

Can anyone advise on what "menu bar" this is referring to please?

Please follow the steps provided here.

You should do it on a PC or MAC under the Spotify app settings.
