If you want to delete certain downloaded songs (a certain playlist, for example), I believe you can just click or tap the download icon within that playlist (Desktop example)
The way you delete all downloaded songs differs slightly per device. I'm pretty sure there's an option in the Spotify app preferences on every device.
On Spotify Desktop for example, you go to your preferences (Control/Command + P) and scroll down to almost the bottom, then click the Remove all downloads button.
