Little Feat album Live from Neon Park

At least couple of years now, that album has been in Spotify, but only one song actually playable. Rest of the songs has been in grey font. Now just a couple of days ago it seemd, that finally whole album is available, all tracks were white, but no. Still that same one song was available. This is ridicilous. Rest of the bands catalogue has been years available, but this one album not. Why? And answering to myself, record company etc. want’s it to be like that. Fans are cheering...

To confirm what you already thought to be the right answer to your question, the availability of music on Spotify is determined by the artists and their music label or distributors. 
 
For instance, some music is or becomes only available in certain countries, while access is blocked to others.
 
Sometimes it might also happen that the album(s) or song(s) will be unavailable temporarily, and come back again later.
 
We add new content to Spotify every day, so if you can’t find something you’re looking for right now, it may appear (or reappear) soon.
