I came across Liz Akhavan a female artist who has an EP out called The Acoustic EP. Neither the artist or the EP can be found on Spotify but all her songs are on Myspace and Youtube. This is the first time I have not been able to find music from an artist on Spotify anyone knows what their music inclusion policy is?

I've had a look for the artist and it seems it's not region specific, but that her music is not available on Spotify as a whole. While Spotify has a huge library, it can't add music against the artist or label's wishes.
Here's what you can do to get that added:

You can scrobble to last.fm using Spotify, so when you use last.fm its suggestions will be more accurate and you can see what you listened to. Spotify has a guide to figure it out here.
On Shazam, you can open your tracks directly in Spotify, or export your history to Spotify in the form of a playlist to save you time (called My Shazam Tracks). You can add a Shazam'ed track to a Spotify playlist of your choice, and even listen in the Shazam app itself. If you want to learn more about it, this link is helpful.
p.s. i DEFINITELY listen to Spotify more than watch TV
