Why doesn't Spotify have lyrics?

Is it difficult to find properly time-synced lyrics for the ton of songs that exist, (especially the obscure ones) or is it because of licensing issues?

Yeah, it's for select songs and select playlists. Why not for all songs? Is it because of unavailability of lyrics or licences? I have an idea is the issue is unavailability of lyrics, but it's useless if the issue is licensing. So, I wanted to clear that up before posting the idea.
