You'll have to use a keyboard shortcut for toggling offline mode, and the shortcut for that is Ctrl + Shift + O.

Yesterday I installed latest version of Debian and fresh installation of Spotify,
first tried with this method:
curl -sS https://download.spotify.com/debian/pubkey_7A3A762FAFD4A51F.gpg | sudo gpg --dearmor --yes -o /etc/apt/trusted.gpg.d/spotify.gpg
echo "deb http://repository.spotify.com stable non-free" | sudo tee /etc/apt/sources.list.d/spotify.list
sudo apt-get update && sudo apt-get install spotify-client
than uninstall and installed with snap
snap install spotify
both version are in offline mode

When you navigate to open.spotify.com, which is Spotify's web player, does that work for you?
I'd take a look if there's something unexpected in /etc/hosts, as well as ensuring the firewall isn't blocking it.
Do you use any proxies or vpn?
