Where is my album picks list?

I cannot see an "Album Picks" list on Spotify. I have tried on a mac, android phone, and the open.spotify.com website. I have tried uninstalling and reinstalling.

Album Picks is disabled for me at the account level.

Please help me add "Album picks" to my home screen or reset the algorithm that hides it.
