Using Premium Spotify, Windows 11.
If I attempt to change the order of tracks in a playlist by dragging and moving, each moved track instead wants to be added (I get the "it's already on this playlist, are you sure you want to add?). So the only way to reorder the playlist is to "add" tracks in the new position and then remove them from the old position, rather than just sliding them around.

It sounds like this is being caused by the sorting option you've currently selected. Rearranging the songs within the playlist with dragging should be possible if you select "Custom order", so I'd recommend following these steps:

I cannot find any menu with 'customise order' in it. Please help. I have premium and have looked at the web window and the app.

If you're using the Web Player, you should be able to rearrange the songs in your playlists directly, since the default order there is Custom and cannot be changed.
When it comes to the app, if you're using the desktop one, these steps should do the trick, but if you're on the mobile one, then the only way you can do this is by opening the playlist, clicking on the three dots and then selecting Edit playlist.
Note: Custom order / Edit playlist isn't available for the Liked Songs playlist at the moment, but here's a live idea on the topic which you might find interesting, so feel free to check it out and show your support.
