[Bug][Windows] Hebrew interface wrong order of Close and Minimize buttons

The move to a UI in hebrew is a blessing, but the Close and Minimize upper buttons are ordered the wrong way. They should be switched. The Close button should always be in the outer side of the window. In the attachment you can see the spotify hebrew version upper toolbar and on the other hand how it looks in the hebrew version of chrome as an example.
