Can't sync mobile and desktop and now playlist is broken

Device: iPhone8/ Windows 10 PC/ Chromebook

 

 

 

 

My Question or Issue: 

A couple weeks ago I noticed that my desktop and phone spotify apps were not syncing. I attempt the go offline for 10 minutes fix and this did not correct the problem. Today I attempted to uninstall from my PC, iPhone, and Chromebook and redownload. To my dismay I found that on all devices any song I had added to the playlist since this started is now gone. I addition I can no longer "add" to the playlist on any device. When I attempt to add a song nothing is indicated as wrong, but it will not appear on the playlist and (as far as I can tell) will not play in shuffle. If I attempt to add one of these songs again I get the prompt that it is the duplicate of the song. Is there anyway to make it so I can continue adding to this playlist and make sure that my phone and computers are in sync?
