Local files play in library, but "Can't play right now" in playlist.

My Question or Issue

I don't see anyone with this particular problem: I can load and play any local file on my laptop through the 'local files' library just fine. However in the last week all my playlists containg local files have become unable to play the exact same tracks. On my exact same laptop. They are greyed out and trying to play them gets the "Spotify can't play this right now. If you have the file on your computer you can import it" message. I can 're-add' the local files and it doesn't seem to have a problem playing the newly added files. I do not want to re-add every single local file again as I've made a lot of playlists over the years.  

Has anyone else had a similar issue?

Things I have tried:

Turning off hardware acceleration

Deleting the local.bnk file from roaming data

Re-adding local file sources
