Localized Songs Still 'Not Available in Country' while in the Supported Country

My Question or Issue

I recently traveled to Japan for an extended period of time and was looking forward to being able to listen to some of the songs that aren't available back in the US (for whatever reason). Unfortunately, I found out that I still couldn't listen to those songs even while in Japan. To confirm this was the case, I switched my VPN back to Japan when I got home and it still wasn't recognizing that I was 'in Japan' while every other app did. Is Spotify just bound to whatever country you buy your subscription from or can you actually change your location (without editing the billing address)? I can't change my location using the billing address since I don't actually live there still, but I visit often enough that it's frustrating that the localization isn't updating.
