Spotify devices keep being out of sync

I trying reinstall any software, installing windows .exe app, installing windows store app, but the problem presists.

First time, I try the web player in my PC, affter I save a music on my notebook. It is sync the music, but the windows app nothing. Later I try it, but first play x music on a windows app, and then trying on web player, and its not synced the notebook played music, after I use playing the PC windows app.

I can't try to running at the same time in two devices (PC in my home, notebook in my work).
