Spotify for Windows doesn't share my activity, for apps that summary activity

My Question or Issue
So, when Im listening to Spotify on my Windows 10 app, it doesn't share my activity to other apps. But when Im using it on Google Chrome, or my phone (Android) everything works well, and data is shared normally. I dont have private session enabled and I have enabled option "Share my listening activity on Spotify", so I really dont know where issue is. 
Recently I reinstalled Spotify because it was laggy, but I am not sure if that issue was occuring before.

Sounds like Spotify Connect doesn't detect that you're listening on the desktop app, correct? If so, try changing the "Proxy type" in the app's settings to No proxy to see if that helps. Make sure the app is allowed through your Firewall as well.

Something else you can try is editing your hosts file and removing any lines with Spotify in the address. There's a detailed guide on how to do that here, feel free to check it out. If you're using a VPN, I'd recommend disabling it.
