My Question or Issue
When I try to play music on Spotify for desktop, spotify doesn't play and instead tells me "Spotify can't play this right now, if you have the file on your computer you can import it now". When I tried to find out how I could fix this, I saw a post on this site telling me to try to delete Local-Files under %appdata% > roaming > Spotify > Users > Your accout name > delete Local-Files, but it seems as though as I don't have the Spotify folder under Roaming in my pc. I am not sure but I also think some spotify files under %appdata% > Local are missing too.

I'd recommend performing clean reinstall of your Spotify app. It's different than regular reinstallation.
Just find your device in this article and follow the steps provided there.
Make sure to delete all files with Spotify in the title that you're able to find with the search feature on your desktop. After clean reinstall all the necessary folders will be downloaded.
You should be able to play music on your desktop with no issues after that.
