Spotify playlists stuck on "Waiting for connection"

My Question or Issue

 So, my Spotify playlists on my PC were unexpectedly not listed as downloaded. Attempting to download them again leaves them stuck on "Waiting for connection". My internet is working fine, as everything else works, as does playing the songs. But if I enter offline mode, the songs are not downloaded. I have tried logging out and in, as well as uninstalling and installing Spotify.
