Spotify scrolling glitch with Photoshop

If I have Photoshop open (I run CC), Spotify won't let me scroll correctly. It won't let me scroll downwards through my library and instead I have to scroll upwards to go down in a long swift motion to let the library roll down a bit. I can scroll with the mouse wheel but because I'm using Photoshop, I have my graphics tablet set up which has its own monitor and uses a pen so it's annoying to also have my mouse within reach. 

I've tried both updating and reinstalling both Photoshop and Spotify. I know it's not a software issue between my graphics tablet and Spotify because my mouse has the same issue and my older tablet does it as well.
